		<description>The impetus behind the FMA is the republican&#039;s fundamentalist base.  Fundamentalists &lt;strong&gt;demand&lt;/strong&gt; representation from their lawmakers.  This is the important point - Republican senators know that if they do not represent their base - the fundamentalists &lt;em&gt;will not vote for them&lt;/em&gt;.

This is why fundamentalists have clout in the republican party and the LGBT community doesn&#039;t have clout in the democrat party.</description>

This is just a ploy ot galvanize the Reoublican base. Frist et. al. know the amendment dose snot have the required votes in the Senate. But they want the Democrats (and perhaps some Republican moderates) to go on record with a formal recorded vote on the hot-button issue. This vote will then be used in the &quot;swift boat&quot; style of attack-ad politics during the 2006 election.</description>
