Studds' pension largely comes from the General Fund.
Studds paid in 1.8 percent, the other 99.2 percent comes from the General Fund.
As a single man, he probably chose an individual plan.
He could have purchased an insurable interest annuity for a close relative or for a partner, but it's apparent that he didn't do that.

[...] That these scum-suckers at the FRC would disrespect this couple - and insult Condi for one of the few things she’s done RIGHT in the past year - makes me want to vomit. Comparing two consenting adults to a pedophiliac closet-case? That’s disgusting. No - in this day and age, it’s way beyond disgusting. It’s hateful. It’s every bit as dark and spiteful as denying federal death benefits to Gerry Studds’ husband. The only good thing about these words and actions is that they make the goals of the anti-marriage equality forces starkly apparent: the motive in both cases is not to protect, but to destroy.
